Jacqueline VogelEnergy 101 Co-ChairSenior Engineer (Resource Planning), Tri-State Generation and TransmissionJacqueline is an Illinois transplant to Denver by way of California. She studied mechanical engineering at the University of Illinois and has spent her entire engineering career working in the energy industry in both electric power generation and oil & gas.
Her current role is Senior Resource Planning Engineer at Tri-State Generation & Transmission. She is primarily responsible for developing and maintaining production cost modeling of power resources and analyzing power supply alternatives and resource mix as well as future resource options.
Prior to joining Tri-State, Jacqueline worked for multiple engineering and design firms. She is a practicing Professional Engineer licensed in the state of Colorado and California.
In her free time, Jacqueline enjoys building with Legos, hiking, mountain biking, and just generally trying to be the best at exercising. She hopes to one day gain the confidence to try karaoke, but in the meantime she will settle for becoming a decent swing dancer. Jacqueline and her partner have two dogs and a cat who they spoil obsessively.

Alex SaleMarketing Co-ChairDirector of Engineering, Eagle River Energy AdvisorsAlex Sale is currently the Director of Engineering for Eagle River Energy Advisors, LLC in Denver, CO. Ms. Sale has 7 years of industry experience and has assisted in closing over $1B in upstream oil & gas transactions across multiple major US basins throughout her career.
Prior to joining Eagle River, Ms. Sale served in multiple engineering roles at Caerus Oil & Gas, LLC. During her tenure with Caerus, Ms. Sale assisted with acquisition and divestiture valuation, corporate reserves, production engineering and field operations management across multiple assets including the Piceance, DJ, Green River, San Juan and Anadarko Basins.
Ms. Sale received her BSc with Honors in Chemical Engineering from the Colorado School of Mines. She also currently serves as an active Board Member for the Oilfield Helping Hands (OHH) Rocky Mountain Chapter in addition to WENCO. Outside of her professional life, Alex spends most of her time outside with her dogs or shooting sporting clays.

Laura is responsible for project delivery, profit and loss, client service, technical excellence, business development, and employee mentoring and growth for the Water & Environment business unit in Colorado and Nevada. Before taking on an operations leadership role, Laura excelled as a Senior Project Manager, with a focus on management of complex site investigation projects for commercial and industrial clients, as a trusted advisor with their business goals at the forefront. Laura has significant experience with senior leadership and leading interdisciplinary teams. She is passionate about helping WENCO continue its success in developing career focused women in the energy industry in Colorado.
Anne CartoMembership Co-ChairEngagement Manager, Adamantine EnergyAnne Carto brings a unique experience in advocacy, community outreach, stakeholder relations, and consensus to Adamantine Energy as Engagement Manager. Most recently, Anne served as Community Outreach Manager for the Colorado Oil & Gas Association in which she led the association’s community outreach and local regulatory efforts, executing proactive engagement in key oil and gas jurisdictions across Colorado. She has organized a statewide speaking engagement program and built strategic community engagement coalitions. Anne’s in-depth understanding of strategic engagement and negotiation at the local level with both elected officials and community members has resulted in workable regulatory processes and positive project outcomes throughout the state. Before arriving in Colorado, Anne was the Communications Coordinator for the Ohio Oil & Gas Association and Director of Coalitions and New Media for Energy In Depth – the Ohio Project, a national energy education and outreach program. She received her bachelor’s degree from Ohio University, during which she worked in various levels of government and multiple political campaigns. In her spare time Anne enjoys travel, fitness, and outdoor recreation.
Jenni SparksMembership Co-ChairMarketing Manger, Applied ControlJenni Sparks is the Marketing Manager at Applied Control, an Emerson Impact Partner, providing process and automation solutions to the energy industry. Jenni specializes in communications with expertise in developing marketing strategies, defining value propositions, facilitating innovation development, event management, graphic design, digital communications, and leading cross-functional teams. She attained her BSBA from CU-Boulder in 2010 and her MBA from DU in 2019. She believes the best way to get work done is to set goals and have fun along the way. In her free time, she enjoys spending time with family, exploring the great outdoors, and taking a yoga class.
Jamie SchwegmannMentor Program Co-ChairSenior Project Engineer, HBK Engineering, LLCJamie Schwegmann is a Senior Project Engineer at HBK Engineering, LLC with over 8 years of utility experience. Jamie is a Professional Engineer and Project Management Professional who specializes in the design, coordination and management of utility relocation, water distribution systems and storage facilities, wastewater conveyance systems, electric circuit replacements, and natural gas installation and replacement projects. She is proficient in AutoCAD, AutoCAD Civil 3D, MicroStation, Bentley HAMMER, KY Pipe 2000, and ESRI ArcGIS. Jamie is experienced with flow studies, pump and pipe sizing as well as the effects of hydraulic transient analysis. She has performed pipeline design, replacement, abandonment and rehabilitation along with storage facility siting and sizing, including forecasting, proposal development, permitting, overall design coordination and management for complete bid document preparation, and construction phase services including submittal review.

She has over 10 years of broad experience in Human Resources, with more than half of that in the oil & gas sector. Brecken has a Business Administration degree from the University of Southern California (fight on!) and received her MBA from the University of Colorado.
To keep her balance, she enjoys travelling, trying to keep up with her three dogs, and quiet weekends in the mountains.
