She provides general legal advice on energy regulations, and represents clients before governmental bodies and regulatory agencies in Mexico. She assists in day-to-day operations of service companies and operators that have entered into license agreements or productions sharing agreements with the National Hydrocarbons Commission. She also assists with the filing of permits related to the import, export, commercialization and transportation of hydrocarbons, petrochemicals, and petroleum products.
Maria Luisa assisted and represented various clients in relation to the first four international public bids called by the National Hydrocarbons Commission and the first Pemex Farmout bid process; and is currently assisting clients in Round Two Bids and Pemex Farmouts.
She participated in the representation of a winning company for the award of the Mexican License Agreements for the Exploration and Extraction of Hydrocarbons in Deepwaters in the Cinturón Plegado Perdido area and participated in the representation of the wining consortium for the award of the first Mexican production-sharing contract for the extraction of hydrocarbons in the Southeastern Basin.
She has a Bachelor’s Degree in Law from the Instituto Tecnológico y de Estudios Superiores de Monterrey, Campus Monterrey, a Masters Degree in Energy Law and Sustainability from the Nuevo León State University and a Master’s Degree in Law from the University of California, Berkeley.
