She works closely with a team of writers, editors, and designers to put out a pro-energy and business publication. In addition to managing the team behind the magazine, Lauren works with Kym Bolado to plan and manage events, promote newsworthy announcements, disseminate press releases and media advisories, schedule media interviews, etc.
As a part of the SHALE team since 2014, Lauren has come to understand the unique position the energy industry has and its perception among media and community members. Her experience in navigating the perception barriers through SHALE and its clients gives Lauren a distinctive advantage when working on PR projects with energy companies. Lauren also has great experience in working with social media accounts to boost engagement and increase visibility
Kelsey CihotaPresident ElectWilliamsKelsey is a project engineer with Williams, handling assets in both the Eagle Ford and Permian. She spent the first three years of her career as a member of the company’s Engineering Development Program. This time included positions in Princeton, Houston, and San Antonio – where she is currently settled. These rotations have provided her a breadth of experience in technical services, transmission pipeline design, and maintenance, gathering pipeline and facility design and maintenance, and construction contracting for large scale projects.
Kelsey earned her B.S. in Chemical Engineering from the University of Tulsa. In addition to the Women’s Energy Network South Texas chapter, she is active with Girls on the Run and is a new member of the San Antonio Pipeliners Association.
Megan PetroskiTreasurerBadger CPAMegan is an audit manager in the Ernst & Young San Antonio office. She has over six years of experience in public accounting, with a focus on serving public and private companies in upstream and downstream oil and gas industry. She also has experience serving life science and power and utilities companies.
Megan earned her BBA in Accounting and Masters of Science in Finance from Texas A&M University in College Station. She is a Certified Public Accountant (Texas) and a member of American Institute of CPAs.
Megan is from Richmond but now resides in San Antonio with her husband, Scott, and two young children.
Frances FloresMembership DirectorCPS EnergyFrances M. Flores is professional Senior HR Generalist who provides leadership with ongoing consultation, facilitates employee and manager communications to promote problem solving at CPS Energy. Frances implements on all functions of Human Resources to include company policies, procedures, working agreements, employee relations, training, investigations, and employee engagement.
After spending more than 12 years in the legal field as a paralegal with a background in employment law, Frances understands the importance of ongoing strategic planning efforts to continue to improve and implement best practices.
Frances participates in a variety of professional organizations. She serves as the Ex-Officio Board Officer for Women Empowered. Prior to that she served as the 2018 President of Women Empowered. She has served as the Chair for the Communications Committee for the Hispanic Organization for Public Employees (HOPE) since 2017.
Frances also serves as a mentor for Business Careers High school.
Frances holds a BA in Human Resource Management from the University of the Incarnate Word. She holds a Coaching for Engagement and Performance (CEP) certification and a Lean Six Sigma Yellow Belt certification.
Amanda MartiniCommunity Relations DirectorNuStar EnergyAmanda has worked in the energy industry for over 10 years. She is currently a member of the Corporate Development team at NuStar Energy L.P. and serves as the Senior Manager of Strategic Planning. In her role she assists with the annual strategic plan, oversees market research, and manages the approval process and economic evaluation of internal growth projects.
Prior to joining Corporate Development, Amanda worked in Operations, managing corporate and regional level budget and forecasting activities for NuStar’s domestic assets and the Gulf Coast Region, respectively. Amanda joined NuStar in 2010, when she was hired as an Internal Auditor. Prior to her time at NuStar, Amanda worked for Tesoro Corporation as an Internal Auditor.
Amanda earned her M.B.A. from Texas A&M University – San Antonio and her B.B.A in Accounting from the University of Texas at San Antonio. Amanda is a licensed Certified Internal Auditor and a member of the Institute of Internal Auditors.
In addition to the South Texas Women’s Energy Network, Amanda also serves as a volunteer with Big Brothers Big Sisters, Junior Achievement, Meals on Wheels, American Cancer Society, and many other non-profit organizations. In 2012, Amanda was awarded Corporate Volunteer of the Year at NuStar.

PerryProfessional Program Development DirectorProject Manager Accounting Systems, Valero Energy CorporationMichele Perry is a Project Manager for the Accounting Systems group at Valero Energy Corporation headquartered in San Antonio, Texas. For over a decade she was previously managing a large accounting team of individuals in Operations Accounting handling various facets of transportation for payments of crude and product. She is a driven problem solver with a passion to achieve service, performance excellence, and continuous process improvement. Her successful career achievements have been using technology to provide efficient and continuous improvement of various accounting processes while reducing significant time spent on these processes. She is a certified Project Manager (PMP) and a member of the Project Management Institute (PMI). Michele's personal interests include spending time with her 3 children and going for hikes with them. Her hometown is Miami, Florida and she does miss being around the beach. She enjoys all kinds of music and wants her next adventure to be traveling back to visit Hawaii with her family where she once lived with her husband at the duty station Marine Corp Base Hawaii (MCBH).
Justine CarrollDirector of Community Initiatives/PartnershipsVice President of Communications, STEERJustine Carroll joined South Texas Energy & Economic Roundtable (STEER) in 2015 and serves as the organization’s Vice President of Communications. She is responsible for supporting the mission of STEER and building a favorable brand image of the oil and gas industry in South Texas through a comprehensive communications strategy to include a mix of branding initiatives and public outreach. Justine is responsible for communication that comes from STEER in all facets, including both regional and national media, social media, branding, etc. She works with STEER members and leadership to identify challenges and emerging issues faced by the organization and works to generate internal and external communications opportunities and solutions and execute appropriate strategies to support them.
Additionally, she is responsible for the planning and execution of STEER’s annual Eagle Ford Excellence Awards ― an event that honors those in the Eagle Ford Shale region who are doing their part to protect the environment, give back to their communities, and make safety a priority.
Prior to joining STEER, Justine worked for a public relations agency where she represented clients in the health care, arts, education, economic development, and oil and gas industries. She has experience in the nonprofit industry, serving as the Communications Director for the American Cancer Society and working in communications for a nonprofit clinic in the Austin area.
Justine graduated from the University of Texas with a degree in public relations. She serves on the board of directors for the South Texas chapter of the Women’s Energy Network and is also a board member of the San Antonio chapter of the Texas Exes, an organization that works to raise scholarship money for future Longhorns.

With 25 years of entrepreneurial experience, Kym Bolado started SHALE Magazine in 2013 as a result of her interest in the economic development taking place in Texas. The magazine thrived early on and has seen exponential growth since.
Along with the growth of the magazine, Bolado took on the new challenge of becoming a radio talk show host on In the Oil Patch. In the Oil Patch began airing in 2015 on San Antonio’s KTSA 550 AM. Within six months, the show was in syndication. The show now airs on iHeart’s KTRH 740 AM in Houston, the number one talk radio station in the U.S. The radio show also airs in other major metropolitan areas in Texas, including Dallas, Midland, San Antonio, Austin, and Corpus Christi, as well as parts of New Mexico, Louisiana, and Mexico.

She currently is the Marketing & Communications Manager for OCI Solar Power; however, she previously served in similar roles for the Mayor of San Antonio and Harlandale ISD. Before making the jump into public relations in the private, government, and education fields, Leslie spent 10 years as a producer and executive producer of TV news in Weslaco, Texas; Albuquerque, New Mexico; Washington, D.C.; Atlanta, GA; and finally San Antonio, the city she now calls home.
Originally from Edcouch-Elsa, Leslie attended the University of Texas at Austin where she received her Bachelor of Broadcast Journalism with a concentration in U.S. Latino and Latin America Media.

Jan LeeImmediate Past PresidentNuStar EnergyJan Stark Lee is a Certified Public Accountant with over 10 combined years of experience in public accounting, financial statement reporting and analysis, technical accounting research, and contract review. In her current role, she oversees the contract administration, reporting and compliance, and technical review and analysis of pricing provisions in NuStar’s revenue arrangements.
Prior to her current position, Jan held roles at NuStar Energy and Tesoro Corporation within the financial reporting function where she specialized in Securities and Exchange Commission filings and technical accounting research, including implementation of new accounting standards. Jan started her career as an auditor at the certified public accounting and business advisory firm Plante Moran.
Jan became a member of South Texas Women’s Energy Network in 2013 and has since served as a co-chair of a mentoring group, the overall Mentoring Group Program Chair, and as Director of Community Initiatives. She is also a member of the NuStar Energy Volunteer Council.
Jan is a native Michigander who moved to San Antonio in 2009. She holds a Bachelor of Arts in Accounting and a Master of Science in Accounting from Michigan State University.
