Ellen Howard Kutzer

Ellen Howard Kutzer is the Clean Water Permits Section Manager at the Colorado Department of Public Health and Environment (CDPHE), Water Quality Control Division. She manages a team of 26 staff tasked with implementing the Clean Water Act permits program in the State of Colorado. Prior to this, Ms. Kutzer was an an assistant attorney general in the Natural Resources and Environment section of the Colorado Department of Law, where her practice focused on both energy and environmental law. Ellen represented the Colorado Energy Office in matters pending before the PUC, and represented the CDPHE Air Pollution Control Division and Water Quality Control Division in administrative and judicial actions. Before joining the AG’s office, Ellen was staff counsel for the California State Water Resources Control Board Office of Enforcement. She also worked as a wildlife biologist for URS Corporation in San Diego, and has experience performing environmental surveys for utility-scale renewable energy projects and other large developments.
Ellen earned her a J.D. from the University of California-Davis, and holds bachelor’s degree in Environmental Biology from the University of Colorado-Boulder.« Back to Board of Directors
